This advisory notice is being sent regarding residency rules for registered stallions, mares and foals participating in Indiana’s Breed Development Programs.
Recently, the Indiana Horse Racing Commission (IHRC) has received increased reports regarding non-compliance of residency rules. Although each of our Breed Development Programs–Standardbred, Thoroughbred and Quarter Horse–have specific rules, the fundamentals of the three programs are:
- Stallions registered to stand in Indiana must stand the entire breeding season in Indiana. Stallions must be available for inspection at the farm they are registered to stand. Failure of the stallion to be at the location where registered may result in the registration being revoked, foals not being eligible for registration in applicable Breed Development program and/or penalties being assessed.
- Mares registered to foal in Indiana must foal in Indiana. Mares must be available for inspection at the farm where they are registered to foal. Mares should remain in Indiana and be available for inspection for thirty (30) days after foaling. The only exception is Thoroughbred and Quarter Horse mares not required to breed back to an Indiana stallion. Failure of the mare/foal to be at the location where registered may result in the registration being revoked and/or foals not being eligible for registration in applicable Breed Development program and/or penalties being assessed.
- Should you need to move your registered stallion/mare/foal to another location in Indiana you must complete and submit a change of residency form. This form can be accessed at https://www.in.gov/hrc/change-of-residency/.
Any change in location must be made in writing. Failure to notify our office of a change in location may result in the registration being revoked and/or foals not being eligible for registration in applicable Breed Development program and/or penalties being assessed.

In summary, if participating in the Indiana Breed Development Program, residency requirements are mandatory. You cannot leave to race your stallion or mare, seek veterinary treatment, or for training outside of the state. Changes in location within the State of Indiana must be made in writing by utilizing the form referenced above. In case of emergencies, please follow IHRC rules for reporting.
